What a Detailed Development Plan (PUP) is

PUP is an urban planning document that determines the purpose, regulation and construction parameters of a specific land plot or group of plots. It is the legal basis for issuing a design permit and for any new construction.

Types of PUP

PUP-PRZ (Plan for Regulation and Construction)

The most complete form — defines simultaneously regulation (boundaries, streets, allocation) and construction (footprint, height, density). Used for regulating new property or substantial amendments.

PUP-PZ (only Construction Plan)

When the property is already regulated (UPI status), but you want to change construction parameters.

PUP-PR (only Regulation Plan)

For changes in regulation — merging UPIs, dividing, modification of street regulation.

PUP-PP (Parcel Plan)

For linear objects outside regulation — water, sewer, electric, roads, gas pipelines.

Procedure step by step

  1. Brief — owner defines goal;
  2. Source data — sketches, active PUP, OUP, infrastructure information;
  3. Design permit for PUP — application to municipality;
  4. Geodetic survey — accurate boundaries, terrain relief, infrastructure;
  5. Project preparation — graphic and text parts in specialized software;
  6. Coordination — approvals from competent authorities (water, electric, environmental, etc.);
  7. Public hearing — for projects affecting third parties;
  8. ESUT (Expert Council) — technical approval;
  9. Order from the Chief Architect — final approval and entry into force.

For a small UPI in Sofia — from 1500 BGN excl. VAT for PUP-PZ. Full PUP-PRZ for larger plot — typically 2500 to 5000 BGN. State fees and coordination fees are separate.

How long does PUP approval take?

Realistically 4 to 9 months from filing the design permit to final order from the Chief Architect.
