Why a geodetic survey is mandatory for Act 16
Issuing Act 16 — “Use Permit” is the final administrative act in the construction process. Without it the building cannot be put into operation, registered as completed in the cadastre, or transferred to buyers.
A key part of the documentation for Act 16 is the as-built geodetic documentation. It certifies that:
- The building was realized in accordance with the approved working project;
- The surrounding infrastructure (parking, accesses, water manholes) is correctly executed;
- The building is vertically aligned and main axes match the project;
- There are current coordinates of the building for registration in the cadastral map.
What our service includes
1. Project documentation review
- Approved working project, construction permit, Act 14, active PUP.
2. Field survey
Our surveyors capture: the building (contours, height, levels), surrounding infrastructure (paving, parking, fences), underground utilities (water manholes, connections), surrounding terrain.
3. Project ↔ execution comparison
In specialized software (AutoCAD Civil) we overlay actual execution on project position and identify all deviations in plan, height, and detail geometry.
4. As-built drawings
- As-built site plan; vertical layouts; infrastructure schemas; building coordinate register.

Frequently asked questions
What is Act 16 and the surveyor's role?
Act 16 is the "Use Permit" — the document certifying that a building is completed in accordance with the approved project and can be transferred to the investor and registered in the cadastre. The surveyor provides the as-built survey, comparing actual execution with the project, and without it the Act 16 application cannot be filed.
How much does an Act 16 survey cost?
For a single-family house in Sofia — from 450 BGN excl. VAT. For multi-family buildings and complex objects — from 800 BGN to several thousand depending on scope.
Do you also handle Act 14 and Act 15?
Yes. We prepare as-built geodetic documentation for all interim acts — Act 14 (rough construction), Act 15 (completed building), and for every stage of the construction permit.
